City reports Kroger groundbreaking, READI 2.0 water extension and CSX site review; Market Street rail grant surveying underway

Mayor Todd Barton and Economic Development Consultant Cheryl Morphew briefed the Crawfordsville Redevelopment Commission on a series of economic-development projects and grant activities at the Jan. 20 meeting.
Mayor Todd Barton said infrastructure bids for the city's south side have been opened and housing in the same area is expected to break ground near spring. He reported that the Kroger development on the city's schedule has broken ground and is projected to be complete by January 2027, and that additional retail interest is expected to follow around the Kroger site. Barton said work on the Market Street Rail federal grant is ongoing and that the project is currently being surveyed as part of the grant process. He also said the Career Academy is advancing, and that the Unified Development Ordinance is scheduled to go before the Plan Commission that night and then be forwarded to City Council.
Cheryl Morphew, the city's economic development consultant, said business leads have slowed seasonally but that two existing buildings may become available for lease or purchase in the first quarter, which could provide opportunities for local prospects. Morphew said the county water extension for Nucor Towers & Structures has been approved under READI 2.0 and that one additional approval remains for south-side work. She also reported CSX had reviewed a 138-acre rail-served site west of Tempur Sealy under its select-sites program and that the site's ranking will be discussed at a public meeting. Finally, Morphew said county redevelopment web content is being migrated to the City's Economic Development pages to create a single resource for prospective developers.
The Commission was briefed on administrative changes as well: Executive Assistant Kathryn Fisher notified the body that the city will transition from OnBoard to CivicPlus for agenda and meeting management. The Commission set its next meeting for Feb. 17, 2026.
