The Hawarden City Council on Jan. 8 accepted the resignation of the city's finance director and approved a series of routine motions including authorizing two new bank signatories and adopting two animal-control ordinances on second reading.
Mayor Gregg called the meeting to order at 5:30 p.m. Council members Allen, Warner, Anderson and Klocke were present; Harvey was absent. The council approved the Dec. 11, 2024 minutes and the claims for payment. The claims list presented at the meeting showed a combined total of $1,566,265.73 across multiple funds; November revenues across funds totaled $451,738.94.
In personnel actions, the council accepted the finance director's resignation and approved a motion to authorize Public Works Director Travis Waterman and Shayden Blankenship to sign on behalf of the city for bank accounts. The motion to authorize signatories was moved by Anderson and recorded as carrying unanimously (Aye: Warner, Anderson, Klocke, Allen).
Council also approved a motion to hire Jacob Stoner as city administrator "when he gets back," with the motion carried unanimously. The minutes record the motion as made by Allen and approved unanimously.
On ordinances, the council held second readings and approvals for two amendments to the city code: Ordinance No. 754, amending Chapter 55 (Animal Protection and Control), and Ordinance No. 755, amending Chapter 56 (Dangerous and Vicious Animals). Both were recorded as approved on second reading by a 4-0 vote. The council held a first reading of Ordinance No. 756, which would amend definitions and solid-waste collection rates in the Solid Waste Control Ordinance; the first-reading motion carried 4-0.
The council received a budget introduction and discussed flood-related matters including possible public assistance for park-shelter replacement, a potential property acquisition related to Swift Current, and forming a Flood Donation Committee; the minutes do not record formal votes on those flood items and direct staff to follow up.
Under consent business the council approved three temporary premise-transfer requests from Brian Engleman/Sportsmans Lounge, Inc., d/b/a Hawarden Golf Clubhouse, for events at the Hawarden Community Center on Jan. 11, Jan. 18 and Feb. 25, 2025; approvals were noted as "pending dramshop review" by the Iowa Alcoholic Beverage Division.
