Hugo council approves feasibility studies for two 2025 neighborhood street projects

The Hugo City Council on Sept. 16 approved two resolutions directing preparation of feasibility reports for proposed street improvements slated for 2025 in the Beaver Ponds area and in the Duck Pass/Long Lake Estates/Ingersoll Avenue area.
City Engineer Mark Erickson presented a draft capital improvement plan and recommended treating the two areas as separate projects to allow focused neighborhood meetings and, if desirable, later combining them for bidding economies of scale. "We are recommending approving a resolution both for both improvement projects," Erickson said, asking council to authorize feasibility studies, property-owner notification, surveys and geotechnical work.
Councilmember Muron (mover) and Councilmember Klein (seconder) brought forward Resolution 2024-41, "ordering preparation of feasibility report for public improvements to all or portions of roadway identified as the 2025 Beaver Ponds Area Street Improvement Project." The council approved the resolution by voice vote.
A second motion, Resolution 2024-42, was moved and seconded to order preparation of a feasibility report for the Duck Pass/Long Lake Estates/Ingersoll Avenue North Neighborhood Street Improvement Project. That resolution also passed by voice vote.
A councilmember asked whether living in a project neighborhood required abstention. A staff member advised that for generalized assessments this is not a conflict and participation in the vote is encouraged. The council then approved both items.
Staff said notices to property owners and initial neighborhood meetings would be scheduled promptly, with the goal of completing feasibility studies this fall. Erickson noted that project combining remains an option later in the process if it produces better bid results.
The council also approved consent-agenda items during the meeting, including a pay request to Dressel Contracting for the 125th Street and Delwood Ridge Improvement Project and a resolution approving the 2025 preliminary tax levy.
