Staff said the easement functions as a driveway in places and is not a county‑maintained road; the buyer who recently purchased adjacent property plans to screen the area with a berm and prevent heavy trucks from crossing at that point. Legal staff recommended changing wording that could be read as the county conveying ownership; commissioners instructed that the letter should instead state the county has no ownership rights and that the letter would be provided pending legal review.
Commissioner Bagley moved to approve a letter of no objection and Commissioner Tice (also referenced as Commissioner Tyce in discussion) seconded. The motion carried on a voice vote; the transcript records that the approval remains "pending legal review."
