Northfield authorizes design-builder agreement with S&S Interiors for police and administration buildings

The Village of Northfield Council voted Oct. 23 to authorize the mayor to enter into a Standard AIA Owner and Design-Builder Agreement with S&S Interiors, Inc. to construct Phase 1A of a new police department building and to design subsequent phases, council minutes show.
Law Director Brad Bryan read the ordinance by title and Engineer Daniel Collins distributed site-plan documents to council. Collins described Phase 1A as a one-story building of up to 4,130 square feet with a not-to-exceed cost of $1,296,200. The legislation also authorized an additional $55,000 for design and contract-administration work covering all phases; the minutes note $17,250 of that amount has already been paid.
Councilmember Alan Hipps moved to suspend the three-reading rule; Councilmember Renell Noack seconded the motion, which passed on a roll-call vote. Hipps then moved to adopt the agreement authorization and Noack seconded; the resolution was approved on a roll-call vote with Councilmembers Ferko, Noack, Magistrelli and Hipps voting yes.
Council minutes state that approval for Project Phases 1B (an addition to the police building) and 2 (a new administration building) will be requested after completion of Phase 1A. Estimated sizes and costs recorded in the minutes: Phase 1B up to 4,570 sq. ft., estimated at $1,320,000; Phase 2 up to 3,400 sq. ft., estimated at $969,000. The council took no floor amendments to the design agreement during the meeting.
