Darmstadt hears new sewer asset-management rules, reports utility shortfall and engineering firm choice

The Darmstadt Town Council on Jan. 17 heard a presentation from Clerk-Treasurer Mallory Lowe about new Asset Management Planning (AMP) requirements for the sewer utility and details of the utility’s finances.
Lowe said an AIM-hosted AMP training with Commonwealth Engineers and Baker Tilly emphasized that the required AMP report must include up-to-date digital mapping, operator certifications, training hours, the engineering firm overseeing operations, preventive-maintenance records, check-valve inventories, rate studies, pressure reports and failure-risk ratings. She said the AMP must be a live, ongoing document that the utility keeps current.
Lowe reported that year-to-date sewer revenue is about $688,000 and expenditures about $797,000; she said $402,000 of the expenditures went to Evansville Sewer for monthly charges. The council discussed mag meters and follow-up with EWSU; Poag said he had emailed and called Kohn again about mag-meter readings.
Under Old Business, Poag said he and Councilmember Crystal Kahre selected Three I Design (Brandon Zimmer) as the maintenance department’s engineering firm and discussed putting town-owned meters in place prior to using mag meters. The transcript records the selection statement but does not show a formal vote approving a contract.
Maintenance Superintendent Aaron Enlow reported recent operational work: 63 locates, 18 service calls, two repaired sewer main leaks (Martin Road, Darmstadt Road), progress on Old State house repairs and coordination with Miller Pipeline and Centerpoint on utility bores.
The council did not take a formal vote on engineering contracts or on replacing existing meters during this meeting; those items remain in discussion.
