Clerk-Treasurer Says $300,000 ARPA Grant Remains Active; CenterPoint Accounts Restored

Clerk-Treasurer Mallory Lowe reported several administrative updates at the Nov. 19 council meeting, including renewal of the town’s federal Systems for Award Management (SAM) registration and progress on an open federal ARPA grant.
Lowe said she completed the SAM renewal, updated the town’s unique entity ID and CAGE code, and confirmed those registrations are required to keep the ARPA grant active until the grant is closed out and audited. She characterized the federal grant process as more complicated and time-consuming than the town’s experience with state Community Crossings grants.
Lowe also described a utility billing disruption from CenterPoint Utilities earlier in the year, saying CenterPoint deleted all 99 of the town’s accounts, which temporarily prevented staff from accessing electric sewer pump bills. After multiple calls, CenterPoint reactivated the accounts and reversed late fees, so Lowe said she did not have to pay late fees out of personal funds.
Lowe mentioned ongoing records work updating sewer property files recorded by homeowner names in the 1980s, and she asked council members to let her know if they wished to attend the county inauguration ceremony on Jan. 1 so she can make reservations.
The council recorded no formal votes on these administrative items; Lowe said the autopay and ordinance questions would require further work with the attorney and vendors.
