Wahpeton gets update on Water Plant Expansion; DNR permit pending and BOA variance scheduled

City staff told the council on Nov. 10 they are awaiting an Iowa DNR construction permit for the Water Plant Expansion, have held a preconstruction meeting, secured one of two easements, and will apply for a variance at the Nov. 18 Board of Adjustment meeting.
City Clerk/Administrator Carrie Funk told the Wahpeton City Council on Nov. 10 that the Water Plant Expansion Project is progressing administratively but remains contingent on state permitting and a local variance.
Funk reported the city has not yet received an approved construction permit from the Iowa Department of Natural Resources. She said a preconstruction meeting was held Oct. 2 with HR Green, Woodruff Construction, and the Water Committee so the project team can act quickly when the permit arrives. Funk said one of two required easements has been secured and the second easement is expected to arrive at city hall within a week.
Funk told the council the project requires the City of Wahpeton to apply for a variance; she said that variance will be on the Nov. 18 Wahpeton Board of Adjustment agenda. Water Superintendent/Public Works Darin Peterson reported he is working on easement agreements and coordinating with HR Green on project preparation.
The minutes record these status updates and next steps; no formal construction contract award or change order was recorded at the Nov. 10 meeting.
