Browerville council extends refuse contract, approves lease amendment and fund transfer

Browerville City Council met at City Hall on Feb. 12, 2025. Acting Mayor Christopher Minor presided; Mayor Hannah Wieshalla was absent. Council members Joshua Goertz, Madison Rickbeil and Sue Wiersgalla were present.
The council approved the consent agenda, which included the minutes of the Jan. 8 regular meeting, on a motion from Council member Sue Wiersgalla with a second from Council member Joshua Goertz; the motion carried by unanimous consent.
Council reviewed financials and claims, receiving a payment-of-claims report showing electronic debits and checks for Jan. 9 through Feb. 12, 2025 (check numbers 51276'51389), totaling $207,427.01. Department reports were accepted and then approved by motion of Council member Madison Rickbeil, seconded by Council member Sue Wiersgalla.
In personnel and operational actions, the council set Public Works employees' cell-phone reimbursement at $40 per month by motion of Council member Joshua Goertz, seconded by Council member Madison Rickbeil; the motion passed unanimously.
The ambulance service reported recent meetings with Lakewood and CentraCare about the service area and said it had received a one-time state aid payment of $84,739.46. Council was told the ambulance scheduled for replacement in 2023 was delayed by elevated costs; staff member Laura was directed to obtain quotes for a replacement vehicle.
Administration provided a fund-status update and reported that City Hall computers will need to be upgraded to maintain HIPAA compliance; staff will return with quotes. The council approved a transfer from 2024 Project Fund 419 to 2024 Debt Service Fund 307 to cover amounts levied for debt service.
Under old business, the council approved an amendment to the lease agreement with the Todd County Tractor Pullers Association by motion of Council member Joshua Goertz, seconded by Council member Sue Wiersgalla.
In new business, Matt Lanoue of LPS asked the council to renew Browerville's refuse-removal contract. The council approved an addendum extending the contract with the same rates and terms on a motion by Council member Joshua Goertz, seconded by Council member Madison Rickbeil.
Council discussed scheduling a public hearing on several proposed ordinances, including administrative penalties (1-4), public nuisances affecting property (4-4), rental unit registration (3-6), peddlers/solicitors/transient merchants (3-7), property maintenance regulations (8-3) and the dwelling maintenance code (8-4); the minutes do not record a hearing date. The council also acknowledged that Todd County has set the Local Board of Appeals and Equalization meeting for April 17, 2025, at 2 p.m.
The meeting was adjourned at 7:55 p.m. on a motion by Council member Joshua Goertz, seconded by Council member Madison Rickbeil.
