Planning board formalizes annexation review, votes to recommend ordinance to town council

The planning board voted to codify its role in reviewing annexations and to recommend an ordinance amendment to the town council.

Planning staff told the board that the draft ordinance, previously discussed in April, was revised to move the provision out of a "vested rights" section into part two of the municipal code under certificates of zoning compliance and permits, and renumbered to section 17-6202. Planning staff said the change reflects the board’s existing practice: "we're not changing anything. We're just putting it in writing," and characterized the amendment as procedural rather than substantive.

During the meeting the chair called for two formal motions. First, the board moved to determine that the recommendation is consistent with the land use plan; a board member moved and another seconded, and the chair called for the vote. All present responded "Aye"; the transcript records the ayes but does not list individual votes by name. The second motion, to recommend the ordinance to the town council, was similarly moved, seconded and approved with members saying "Aye."

Planning staff said the amendment codifies the internal steps by which the planning board evaluates annexations and makes a recommendation to the council, and that it should help clarify the board’s procedural role in future annexation reviews. No public comments, contested statements, or amendments were recorded in the transcript.

The board noted there were no closed-session items, set its next meeting for July 27, and then adjourned.
