North Mankato council defeats unbudgeted payment, approves arena change orders and routine consent items

On Aug. 18 the North Mankato City Council voted down a resolution (Res. No. 76-25) to approve payment for an unbudgeted item over $25,000 for a proposed review of the existing Public Works Facility. City Administrator McCann introduced Bob Mickelson of ISG to describe the study options; Mickelson said a limited update of prior reports could cost about $5,000 and might obviate a larger study. Council Member Whitlock voted aye while Council Members Oachs, Peterson, Steiner and Mayor Carlson voted nay; the motion failed.
The council then approved Res. No. 77-25, authorizing three change orders on the All Seasons Arena Improvement Project (Met-Con #16, Malterer Mechanical #10 and Laketown Electric #10) that together increase contract costs by $11,836.83 and reduce the project contingency to $104,464.85.
Earlier in the meeting the council approved a consent agenda that included bills and appropriations; Res. No. 72-25 approving donations/contributions/grants; concession permits for Wheeler Park on Aug. 20 and Aug. 27; Res. No. 73-25 approving a consent assessment; set fall drop-off dates for Oct. 2-5, 2025; and Res. No. 74-25 declaring surplus vehicles and equipment. All consent agenda items were approved by unanimous vote.
Why it matters: The votes reflect the council’s caution about unbudgeted spending for a potential public works facility review while permitting modest contract increases for an in-progress arena project. Council direction earlier in the meeting indicated staff would seek cost-saving updates where feasible.
The council adjourned the public meeting to a closed session later that evening to discuss pending litigation.
