Engineer tells Rose Creek to separate water/wastewater accounting and consider advisor, possible rate review

At the Feb. 7 Rose Creek City Council meeting, Brian Malm of Bolten & Menk presented fiscal and operational suggestions for the city’s water and wastewater systems.
Malm advised the city to separate water and wastewater expenses and receipts beginning January 2022 so each system’s finances are tracked distinctly. He recommended the council consider engaging a financial advisor to assist with long‑term planning and rate analysis, suggesting Mike Bulbany as a potential hire. Malm told the council the city should expect to review rates and possibly raise water/wastewater charges after 2023 to ensure system sustainability.
Council Woman Bobbie Greenlee moved, seconded by Council Man Andrew Felten, that staff contact Rural Water for interim financing options and call Mike Bulbany; the motion was approved by Mayor Craig Weis. Clerk Kristine Allas will coordinate follow‑up with Brian Malm on specific requests and next steps. Malm also recommended inspecting the McCarthy well with a camera to identify any discrepancies.
These recommendations were advisory; no rate changes were approved at the meeting. The council’s directive to pursue financing contacts and an advisor sets the next steps for staff and consultants.
