North Mankato council adopts 15-year Climate Action Plan, sets 2040 emissions target

City Planner Lassonde introduced Ted Redmond of paleBluedot LLC, who described the plan’s development and baseline findings. Redmond reported outreach engaged roughly 200 community members and 177 survey respondents; the city’s greenhouse gas inventory totals 162,025 metric tons annually, with 48.9% from electricity, 28.2% from natural gas, 21.1% from transportation, and 1.9% from solid waste. The plan organizes 22 strategies and 61 action steps across transportation and land use, buildings and energy, waste management, water and wastewater, green space and ecosystems, and economic measures over a 15-year horizon.
“About 68% of survey participants said the City should prepare for climate impacts and reduce emissions,” Redmond told the council during his presentation, summarizing the community survey results.
Council Member Steiner moved to adopt Res. No. 75-25, formally adopting the Climate Action Plan; the motion carried unanimously.
Why it matters: The plan sets multi-decade targets and a structured implementation framework intended to guide city programs, capital planning and partnerships. Staff and consultants said the next steps will include prioritizing near-term actions from the 61 listed steps, identifying responsible departments, and tracking progress against the 2040 and 2050 targets.
The council adopted the plan as part of the evening’s business; there was no recorded dissent. The administration will present implementation details and funding needs in future meetings.
