Committee approves Network 180 appointment, commissioners press for clearer, open application process

The Kent County Policy and Operations Committee approved a motion to forward an appointment to the Community Mental Health Authority Board (Network 180) to the full Board. The motion was recorded in committee as moved by "vice chair Favor" and supported by Commissioner Hennessey; the committee approved the appointment and will send it to the full Board on Thursday.

During discussion, a commissioner who identified themselves as a committee member said the seat had been open for "maybe 6 months or so" and expressed frustration that incumbents are often lined up to fill open seats, a process they said makes positions appear not genuinely open to new applicants. The commissioner also urged that position descriptions and eligibility criteria be more explicit on the front end so prospective applicants do not go through the registration and interview process only to discover they are ineligible. "I'll just state one of my frustrations with that process...where we have an open seat, but an incumbent is lined up to fill it," the commissioner said, adding that clearer job descriptions would help community applicants.

Other commissioners acknowledged the concern and said Taylor from the Board Office is already planning steps to address outreach and clarity around qualifications. The committee chair noted the appointment will proceed to the full Board and said the Board Office will reach out to commissioners to help with additional pending appointments.

The motion to support the appointment passed in committee; the full Board will consider the nomination on Thursday. The committee discussion focused on process improvements and did not change the specific appointment before the committee.
