Circuit court asks committee to back $1.1M–$1.2M Community Corrections grant plan

Heather Blodgett, a Court Services staffer for the 17th Circuit Court, told the Kent County Policy and Operations Committee that the court is seeking a board resolution to submit its Community Corrections grant plan to the state. "The whole goal of the Community Corrections grant is to provide alternatives to incarceration for felony offenders," Blodgett said, and added the award this year would be "just under 1.1 or 1.2 million if we're awarded the full amount."
Blodgett outlined that the grant would fund 12 programs in whole or in part, including pre-trial services; approximately four programs targeting substance-use disorders and related behaviors; cognitive behavioral interventions addressing trauma-related behaviors; anger management; domestic-violence services; sex-offender treatment; and a jail re-entry program. She said program providers meet the court's key performance measures regularly and that the services reduce incarceration time for many participants.
Committee members asked no substantive questions following the presentation. A motion to support the court's request was made and seconded (recorded in the meeting as a motion by Commissioner DeBoer, supported by Morris); the committee approved the motion by voice vote and the item will be forwarded to the full Board on Thursday for final action.
Because the committee approved only a resolution to submit the plan, final grant acceptance, award amount and program-level allocations remain contingent on the state's award decision and subsequent Board-level approvals.
