Charlestown board confirms appointment, keeps Brightside rent, adopts records resolution and schedules multiple hearings

The Charlestown Township Board of Supervisors handled several procedural items on March 2, 2026, approving minutes and financial reports, confirming an appointment to the Valley Forge Sewer Authority, setting lease terms for the Brightside farmhouse and adopting a resolution to dispose of certain financial records.
Kevin R. Kuhn moved to appoint Lou Rubinfield to fill the remainder of the six-member Valley Forge Sewer Authority owner’s board term through Dec. 31, 2027; the board approved the appointment unanimously. Manager Chris Heleniak said Richard Stipa had resigned the position.
On the Brightside farmhouse lease, the board directed the manager to inform the current tenants that the rent will remain $1,000 per month for the 6/1/26–5/31/27 term; supervisors approved the motion without dissent.
Treasurer Linda Csete explained the township’s records-retention schedule followed state requirements; Charles A. Philips moved to adopt Resolution #1093-2026 to dispose of 2018 financial records (seven-year retention), and the board voted unanimously to adopt the resolution.
The board also scheduled conditional use hearings for April 6, 2026 (7:00 p.m.) at 11 General Warren Blvd., Suite 1, Malvern, PA, for applicants Jason Owens/King Investment Properties LLC, Frank D. Hendrickson III, and Anthony and Barbara Pomanti. All scheduling motions passed unanimously.
