Dayton council authorizes fiscal-plan consultant for Baker Farms West, discusses annexation options

The Town of Dayton Town Council on Feb. 18 approved Resolution 2025-3 authorizing M&C Development, LLC to retain Krohn and Associates, LLC to prepare a fiscal plan for the proposed Baker Farms West development. The motion was made by Town Board President Marc Buhrmester, seconded by Leah Copas, and passed unanimously.
Developer and fiscal-plan details: Ryan Munden told the council the developer will pay all costs for the fiscal plan through Greg Milakis. Munden said lot sizes in Baker Farms West will be somewhat larger than those in Baker Farms East, and that the new phase will include 109 lots, the same lot count stated for Baker Farms East.
Annexation and road responsibility: Councilors discussed County Road 375 South and noted that when the town annexes a property that adjoins a county road, the town typically assumes responsibility for that road. Consultant Colin Sullivan told the council two possible approaches: annex the property and then de-annex the county road, or negotiate a memorandum of understanding with the county. Councilors indicated those options could be part of the fiscal-plan work Krohn and Associates will complete.
Other notes: Attorney Patrick Jones and BF&S requested that town staff be copied by email about donations and coordination for an unrelated community event (Easter egg hunt). Patrick Loro, who was referenced in the agenda, was not in attendance.
Next steps: Krohn and Associates will prepare the fiscal analysis for Baker Farms West at the developer’s expense and the council will consider the fiscal-plan findings and potential annexation mechanisms in a future meeting.
