West Branch council approves sewer bonds, DOT agreement and a slate of grant and personnel actions

The West Branch City Council unanimously approved a package of resolutions at its March 2 meeting, including a five-year maintenance agreement with the Iowa Department of Transportation and authorization for Sewer Revenue Bonds, Series 2026.
Mitchell Wood of the Iowa Department of Transportation explained the DOT agreement to the council and confirmed it does not change responsibilities between the DOT and city staff for bridges, ramps and sidewalks along the bridge. Councilmember Colton Miller moved to approve Resolution 2026-06; Councilmember Tom Dean seconded, and the motion carried with all members voting aye.
Council also approved Resolution 2026-17 authorizing a loan and disbursement agreement and issuance of Sewer Revenue Bonds, Series 2026. The action followed a public hearing that opened at 7:39 p.m. and closed with no public comment. Councilmember Tom Dean moved to approve the sewer resolution; Councilmember Colton Miller seconded and the resolution passed unanimously.
The council voted to file an application (Resolution 2026-18) with the Washington County Riverboat Foundation and to provide matching funds (Resolution 2026-19) for the same application. Councilmember Miller moved both measures; motions carried unanimously. Separately, the council approved Resolution 2026-20 directing the City Administrator to request $20,749 from West Branch Schools as previously agreed matching funds for a trail in the high school right-of-way. The resolution references funds incorporated during prior right-of-way purchase tied to the roundabout project.
Council also approved three personnel-related resolutions updating job descriptions for the Deputy City Clerk (Res. 2026-21), Finance Officer (Res. 2026-22) and City Administrator (Res. 2026-23). Each passed on motions recorded in the meeting minutes.
What happens next: Several of the items—most notably the sewer bond issuance—move into implementation steps defined by the related agreements and bond documents. The trail-matching request will require coordination with West Branch Schools. The council scheduled further discussion of certain capital projects for a future meeting.
