Altoona council clears I‑80 Business Park plats, site plans and a $750,000 TIF rebate for DM Industrial

The Altoona City Council on Dec. 5 approved a set of measures to advance the I‑80 Business Park Plat 3 and related industrial development, including a development agreement that authorizes tax‑increment financing payments to DM Industrial Prop, LLC for up to $750,000 or the actual cost of specified public improvements.
Economic Development Director Chad Quick described the development agreement as a rebate to the developer of "the construction costs of public improvements they are building along 34th Ave." At the hearing Quick said the city would make semi‑annual payments to the developer for up to 10 years or until the cap of $750,000 or actual construction costs is reached. The council approved Resolution #12‑05‑2022 #02 on a 5–0 roll call.
Related land‑use approvals cleared the way for construction inside the I‑80 Business Park. Brent Culp of Snyder & Associates presented a preliminary plat for Plat 3 (about 41 acres) showing two lots (Lot 1: 19.69 acres; Lot 2: 16.31 acres) and Outlot X, a 4.90‑acre detention basin. The council approved the preliminary plat (Resolution #12‑05‑2022 #03) and approved the final plat (Resolution #12‑05‑2022 #04) subject to documentation and performance bonds required because streets and utilities are not yet installed.
Community Development Director John Shaw presented site plans for two large buildings: Lot 1 will accommodate a proposed 460,922‑square‑foot light industrial warehouse/distribution building with three access points and exterior precast concrete panels in grey, white and navy blue; Lot 2 will contain a 259,541‑square‑foot, 41‑foot‑tall building with separate passenger and truck entrances and a 6‑foot sidewalk connecting parking stalls to the building. Council approved the site plans as Resolution #12‑05‑2022 #05 (Lot 1) and Resolution #12‑05‑2022 #06 (Lot 2), both on unanimous votes, with staff conditions to resolve noted deficiencies before recording.
Korey Marsh of Snyder & Associates described a separate site plan amendment for Ziegler, Inc. that adds a 4,500‑square‑foot wash pad to remove debris from heavy equipment; the final wash of machinery would occur inside the building and runoff will be treated by a sand/oil separator. The council approved Resolution #12‑05‑2022 #07 to authorize that site work.
Council members emphasized that several approvals are subject to resolving deficiency items and the need to submit required legal documents and bonds before final plats or recording. Council Member Boka moved to approve the final plat and site plan approvals with those conditions; all motions passed 5–0.
