Altoona City Council approves consent agenda, sets public hearings on utility rates and rezoning

The Altoona City Council voted 5-0 Monday, Dec. 19, 2022, at Altoona City Hall to approve a consent agenda that included a small construction change order, designation of representatives to regional boards, and the scheduling of multiple public hearings on proposed ordinance changes and rezoning requests.
Mayor Pro-Tem Jeremy Boka requested approval of the agenda and then moved the consent agenda, which the council approved by roll call. Mayor Dean O'Connor was recorded as absent. Councilmembers Elizabeth Burns-Thompson, Dunwoody, Duer and Willey voted in favor. Randy Pierce, the city clerk, attested to the action.
The consent agenda included a $1,536.53 change order for Iowa Sports Turf related to the Sam Wise Complex Field Renovation Phase 2 and several resolutions designating Altoona representatives to regional bodies: Dean O'Connor as primary representative to the Metro Waste Authority with Elizabeth Burns-Thompson as alternate; representation to the metropolitan planning organization (primary Dean O'Connor, alternate Jeremy Boka); and primary/alternate designations for Polk County Emergency Management Commission and the Polk County E911 Service Board.
Councilmembers set a public hearing for 6:30 p.m. on Tuesday, Jan. 3, 2023, to consider proposed amendments to the City of Altoona Code of Ordinances Chapter 98.10 (wastewater service charges) and Chapter 92.02 (water service charges). The council also scheduled hearings for 6:30 p.m. on Monday, Jan. 16, 2023, to consider a request from Cheryl Laird-Humphrey-Rist and Berkey Home Builders to amend the comprehensive plan land-use map and rezone 5.38 acres (east of Altoona Smiles and west of Laird Estates Plat 1) from C-2 (General Commercial) to R-5 (Planned Unit Development) to allow a townhome development, and to consider a request from Lemar Koethe to rezone approximately 78.36 acres from A-1 (Agricultural) to M-1 (Limited Industrial).
The council approved payment to Mid-American Energy for installation of an additional streetlight on 10th Ave. NW in the amount of $5,256.98, and accepted the Annual Urban Renewal report for fiscal year 2021-2022. The meeting also included approvals of beer and liquor permits for Festival Fun Parks LLC (Adventureland), Pilot Flying J #913 and Aldi #110 as listed on the consent agenda.
No members of the public addressed the council during the meeting, and there were no department head reports or general business items. The meeting adjourned at 6:31 p.m. The next meeting is scheduled for Tuesday, Jan. 3, 2023, when the council will hold the public hearings it scheduled.
