Planning commission recommends approval of homeowner greenhouse at 197 Mine Road

The Charlestown Township Planning Commission on March 10 recommended that the Board of Supervisors approve a conditional use permit for a hobby greenhouse at 197 Mine Road, proposed by Frank D. Hendrickson III and presented by Laura McMurtrie.
Hendrickson said the greenhouse is for personal use, will not require tree removal for its footprint and will be approximately 900 square feet and 16 feet high. "It is approximately 16 feet high and approximately 900 square feet in size," Hendrickson said. He said his property totals about 14.5 acres and the closest neighbor is roughly 100 yards away.
Dan Wright explained that conditional-use review is required because the total square footage of accessory buildings would exceed 50% of the home's square footage. Commissioners asked about visibility from a neighbor on Tinker Hill Lane, stormwater controls and plan labeling; Hendrickson said they will collect rainwater via gutters for greenhouse use and that they have a stormwater plan to meet permit-stage requirements.
Tom Comitta recommended clarifying building sizes on the plans and adding scallop lines to show tree lines; Hendrickson said the area proposed for the greenhouse currently has no trees, although an apple tree nearby may need a single trimmed branch. After discussion, Commissioner Andy Motel moved to recommend approval and Commissioner Andre von Hoyer seconded; the motion passed unanimously.
The recommendation will be forwarded to the Board of Supervisors, and stormwater and building permit matters will be addressed during the permit review process.
