Jefferson County unveils IT strategy emphasizing AI guardrails and cybersecurity

Jefferson County's director of information technology presented a multi‑year IT strategy on Thursday that emphasizes data integration, AI adoption under formal guardrails, workforce development and heightened cybersecurity.

Carol, the county's director of information technology, said the county partnered with Gartner Technologies for an advisory review and that internal survey results and maturity scoring showed the county is positioned to advance enterprise IT capabilities. "We are measured at three minus," Carol said, describing the county's IT maturity as ahead of many peers and the foundation for a strategic plan spanning the next three to five years.

The strategy sets six strategic themes: a connected enterprise to reduce data silos; data‑driven decision making; driving innovation through AI while establishing an AI steering committee and security/compliance guardrails; cultivating an agile IT workforce; strengthening business partnerships with departments; and instilling a cyber security mindset.

Carol told commissioners the county is piloting Microsoft Copilot and forming approval processes so any AI toolset used by a county department meets security and compliance requirements; the county will evaluate tools for data residency and legal risk before adoption.

Commissioners voted to move the accompanying procurement and budget items on the consent agenda and congratulated IT staff on recent maturity improvements. No formal policy changes were adopted at the meeting; staff will proceed with the strategy rollout and department engagements described by IT leadership.
