Union City approves multiple easements, property purchase and administrative motions; council sets new meeting schedule

Union City Borough Council on Aug. 13 approved several land and administrative actions, including retroactive easements, a small property purchase for a gazebo project, a subdivision approval and pension obligations.
Catch basin easement at 104 East High: PennDOT will install a catch basin and the borough will install an adjacent basin. Council approved a retroactive easement with property owner Anthony Hickey that requires Hickey to install a pipe between the PennDOT basin and the borough basin and maintain a ditch; the borough accepted responsibility for the two catch basins and roughly 60 feet of connecting pipe. Councilor Osborn moved the retroactive easement approval and Councilor Kerns seconded; the motion carried unanimously.
Boat launch easement: Council approved an easement with the American Legion to install and maintain a kayak/canoe launch on French Creek adjacent to the American Legion ball field. The project will be installed with funds from the Pennsylvania Fish and Boat Commission and the Pennsylvania Environmental Council; the solicitor will draft the easement.
Municipal Lot #3 gazebo purchase: Council approved a retroactive motion to purchase a small portion of property from 8 South Street for $500 to support a gazebo at Municipal Lot #3, contingent on survey completion and solicitor agreement.
Subdivision and pensions: Council approved a subdivision moving part of 92 West High Street to 88 and 90 West High Street; Erie County Planning had approved the survey maps. The council also approved the 2024 Minimum Municipal Obligation for pensions, with the non‑uniform MMO at $48,029 and $0 required for the police pension. All motions listed in the minutes carried unanimously.
Meeting schedule: Council agreed to change regular meetings from September through April to the first and third Monday of each month at 6:30 p.m.; the next meeting is Aug. 27 and, because of Labor Day, the following meeting will be Sept. 16.
