Streets Supervisor Bob Phillips reported that a sinkhole had exposed or damaged the 24‑inch clay tile line and that engineers recommended replacing the clay tile, reconnecting pipes that feed the sinkhole to the 24‑inch line, replacing the adjacent catch basin with a larger unit and replacing roughly 10 feet of pipe. Consultant Bob Carpenter and Engineer Tim Wells recommended lining the pipes in sections and offered implementation suggestions.
Council reviewed two written estimates: Mansfield submitted a $22,295 bid and McLallen Construction submitted a $23,450 bid. The bids required the borough to provide a truck during the project. Councilor Steadman moved to proceed with Mansfield’s proposal; Councilor Osborn seconded and the motion passed unanimously.
