The Shorewood City Council approved purchase of iWorQ rental-licensing software on April 14 to replace pen-and-paper licensing and gain efficiencies in permit management.
Planning Director Griffiths said the city has shifted other services to digital platforms in recent years and recommended moving rental licensing to iWorQ, funded from consulting-budget dollars set aside for implementation. Griffiths said the city currently loses administrative time to manual processes and estimated the software would bring staff-time savings and put the program closer to breaking even; he said fee adjustments in 2026 would likely close the remaining gap. City Administrator Nevinski noted recent successful software adoptions, listing "NeoGov, CivicsPlus, and CivicRec."
Councilmember Maddy asked how close the licensing fees would come to covering the cost; Griffiths said the city would be close to breaking even and planned a small fee update next year. Sanschagrin moved and Gorham seconded to approve the one-year implementation and training agreement with iWorQ for $5,250 and subsequent-year fees of $4,750 for the software; the motion passed.
Staff said they will import existing license records, send a final mailed notice to landlords, and roll the online system out in the coming fall. Inspections and field work by the Building Official will continue to incur staff time; the software is intended to improve administrative efficiency and resident service.
