The Shorewood City Council on April 14 approved a conditional use permit amendment to allow collocation of six additional cellular antennas on the existing water tower at 26350 Smithtown Road.
Planning Director Griffiths introduced the application, noting the approval process was required to follow a Federal Communications Commission review window. Griffiths said staff found the request to be straightforward and recommended approval with the conditions outlined in the staff report; he added that "one of the conditions was that the applicant would have to provide information on the radiation emission to the City." Justin Gardner of Buell Consulting, appearing for Verizon, said the antennas would be mounted to brackets and that structural capacity would be verified by Verizon's engineers and third-party reviewers: "the antennas would either be bolted or welded to a bracket to ensure that the structural capacity was integral and could handle the loading."
Councilmember Sanschagrin asked whether residents should be concerned about health effects; Griffiths reiterated the condition requiring emission data be supplied to the city. The council opened the public hearing at 7:20 p.m.; no members of the public spoke and the hearing was closed at 7:21 p.m. Councilmember Maddy moved and Councilmember Sanschagrin seconded adoption of RESOLUTION NO. 25-037 "approving a conditional use permit amendment for collocation of six additional antennas on the existing water tower at 26350 Smithtown Road," subject to the conditions included in the staff report. The motion passed.
The approval allows Verizon to pursue the permits and required engineering reviews; the council's conditions require submission of the applicant's radiation-emission information and compliance with the structural-review findings before installation proceeds. The staff report and adopted resolution identify the detailed conditions and required inspections as the next procedural steps.
