Jason Campbell, SAFCA executive director, presented the agency’s AB-2561 annual report on staff vacancies and recruitment, covering June 1, 2025, through May 31, 2026, and said the overall vacancy rate for the reporting period was 11%.
Campbell told the board that SAFCA uses a mix of approaches to recruit and retain staff, including temporary staffing agencies, executive recruiting firms and direct outreach to prospective candidates. He said the agency monitors hard-to-fill categories such as engineering and accounting and conducts a five‑year comprehensive compensation review. “The overall vacancy rate was 11%,” Campbell said.
Under AB-2561, staff must report vacancy and recruitment metrics annually; Campbell noted the report is presented to the board prior to budget adoption. The board opened the public hearing, heard no public comment, and then moved, seconded and approved the staff recommendation to accept the report.
The board did not record substantive dissent on the report; no follow-up assignments were stated on the record.
