Adams County alcohol board approves five straight renewals and grants two licenses after violation reviews

The Adams County Local Alcohol and Beverage Board approved five routine license renewals and granted two renewals that carried prior violations at its Nov. 25, 2025 meeting, the board announced at the start of a 9:02 a.m. session.

The board — which listed Dan Breenberg, John Kent and Pete Brown as present — had seven items on the agenda: five straight renewals and two renewals with prior violations. The straight renewals included licenses for the Loyal Order of Moose (fraternal club), Belmont Beverage (package store), Veny's Bar (restaurant), El Camino Rial (restaurant) and ZM KD (micro restaurant). After the board noted there were no violations on those five applications, a motion to approve was made, seconded and carried by voice vote.

Two renewal applications drew additional review because of earlier compliance issues. For renewal DL0104481, a package-store permit that the agenda noted as “case in court,” a representative who provided the name “Striker” told the board she was familiar with a May violation and described corrective steps. The board noted it was the location’s first violation and that the employee involved had been terminated. A board member said, “Well, we expect a perfect track record, but that's pretty close to perfect.” After hearing the representative’s explanation the board voted to approve the renewal.

The board also considered R01 38497, a beer-wine-liquor renewal for Back 40 Junction. Owner John Frank acknowledged an April compliance inspection that found an expired service permit and said he had retrained staff and worked to update required permits and records. The board discussed whether managers and servers were up to date on service permits; the owner confirmed efforts to ensure everyone’s paperwork is current. Following that exchange the board moved, seconded and approved the renewal.

Meeting minutes show these were the first violations at each location and both permit holders reported steps to address the issues: staff training, updated recordkeeping and, in one case, termination of the employee involved. The board closed the meeting after asking for any other business and adjourning by voice vote.
