River Hills offers free road-mapping to support towngrant readiness

The Town of Grand board heard on Nov. 17 that River Hills has started mapping the townroad system at no cost and will forward documents for the board to review and approve.
The offer came after board members said Jill Seesser, who the speaker described as a liaison and consultant, connected the town with River Hills. The mapping work is intended to position the town to apply for Community Crossings grant funding once those grants resume in 2027, a board member said.
"They went ahead at no cost and began to I think they've already done it and are going to send me some documents to bring you for approval of mapping out the town's road system," the Capital President said during the meeting. The president and other members characterized the River Hills work as the most affordable route for preparing required plans.
Board members emphasized the timing: the Community Crossings grants will not be offered next year, the board was told, and having plans in place will matter for grant eligibility beginning in 2027. "Next year is the time that having those plans in place is going to be 2027 and forward," a board member said.
The board did not take a formal vote on accepting the documents during the meeting; the speaker said River Hills will send the mapping documents for the board to review and consider for approval at a future meeting.
The discussion also noted the town previously received a Community Crossings grant several years earlier and that the current mapping work is intended to support any future applications rather than create immediate construction obligations.
