Santa Paula planning commission unanimously approves beer-and-wine permit for Tacos del Torazo

The Santa Paula Planning Commission on June 23 unanimously approved a conditional use permit allowing Tacos del Torazo to sell beer and wine inside its Unit G space at 925 East Main Street.
Planning staff presented the request for Resolution 3886 and CUP 2026‑CUP‑02 and said the restaurant — which opened in 2024 — is applying for an ABC Type 41 on‑sale beer-and-wine license for the first time. "This is their first time applying for any kind of alcohol license," staff planner Aileen Ramos said, and she described the unit as a rear, multi‑tenant restaurant of roughly 1,137 square feet, with no changes proposed to the interior or exterior at this time.
Staff walked commissioners through a local concentration map and explained why a new Type 41 license is still consistent with the downtown commercial business district. Ramos noted that, while the census tract contains more alcohol licenses than ABC's typical six‑license guideline, only a minority are Type 41 full‑service eating establishments and staff found the restaurant "compatible with restaurant use" in the Main Street area.
Commissioners asked whether alcohol service would be confined to the interior of Unit G; Ramos confirmed the approval would apply only to the restaurant's interior and not to outdoor seating. Commissioners also voiced support for the business as a fit in the downtown dining mix: "It seems to fit with the general area and what the goal of that area is — to bring in that opportunity for dining and encourage communal time," said Commissioner Kelly.
A motion to approve staff alternative 1 and adopt Resolution 3886 (2026‑CUP‑02) was moved and seconded and carried by unanimous roll‑call vote. The commission's action authorizes sale of beer and wine in compliance with California Department of Alcohol and Beverage Control Type 41 provisions in combination with the existing restaurant use; any extended outdoor service or other activities requiring separate discretionary approvals would need subsequent permits.
The decision takes effect according to the conditions listed in the adopted resolution; the applicant may pursue any required ABC licensing steps outside the planning commission process.
