Council funds pre-design study for Vineyards at Marsh Creek event center

The City Council on June 23 approved a professional-services agreement with WMB Architects for architectural pre-design services for the Vineyards at Marsh Creek event center and amphitheater project. Engineering Manager Manju Palley said the contract covers market analysis, facility program development, conceptual planning, cost estimating and research into public-private partnership and management models.
Scope and budget: The negotiated fee is $258,775 plus a 10% contingency of $25,878 for a total not-to-exceed authorization of $284,653. Staff added a midpoint check-in for council after market analysis and feasibility work and before development of conceptual plans so council can provide direction on capacity and programming.
Background: The site, west of Vineyards Parkway, has been discussed since the Vineyards development in 2004 and earlier feasibility work exceeded prior budget estimates. The current phased plan envisions a phase-one multiuse event center with parking and later a 750-seat amphitheater expansion. Council approved the agreement by roll call.
What happens next: WMB will complete a market and feasibility analysis, brief council at the midpoint, and then develop conceptual designs and cost estimates within an approximately eight-month schedule; staff said final deliverables are expected after that midpoint and the full analysis timeline is about eight months.
