The Washington Court House City Council on June 22 unanimously adopted Resolution R24-2026, authorizing the city manager to enter a partnership agreement with the Fayette County Commissioners so the county can administer a PY 2026 Community Housing Impact and Preservation (CHIP) grant application if the award is made.
Council members moved and seconded to place the resolution on first reading, then voted to suspend the rules so second reading and adoption could occur in the same special session to meet the county application deadline. The measure passed on roll call with affirmative votes recorded from Councilmembers Blair Call, Chrisman, Johnson Lynch, Osborne, Schultz and Hall.
The resolution permits the city to participate with the county in administering CHIP funds, a program the council described as intended for home-improvement assistance for homeowners with financial need (the meeting cited examples such as improving insulation). The resolution text reads that the partnership would be used “for the administration of the PY 2026 Community Housing Impact and Preservation (CHIP) grant program, if funded.”
Council members asked procedural questions about how grant funds would be tracked and administered through the county’s accounting and noted the city has participated with the county before. Meeting participants also raised concerns about eligibility and whether some property owners would use funds for visible improvements; the council did not specify dollar amounts or allocations during the session.
Next steps: with the resolution adopted, the city manager is authorized to finalize a partnership agreement with the Fayette County Commissioners and the county grant coordinator will proceed with the application process ahead of the county’s submission deadline. The special session adjourned after the adoption vote.
