Fire Services Review Committee accepts edits to Draft #3 and authorizes chair to deliver report to RTM

The Fire Services Review Special Committee voted on Sept. 10, 2025, to accept substantive revisions to Draft #3 of its report and authorized Chair Robert Tuneski to deliver the amended draft to the Representative Town Meeting (RTM) for consideration.
Chair Robert Tuneski (Board of Finance) said he used the delay in presenting the report to the RTM to correct typographical errors, update job titles and dates, and improve the legibility of graphs; he tracked those changes in Draft #3 and walked the committee through the substantive edits. The committee agreed to concentrate its review on material additions or deletions rather than grammar or color changes.
Among the specific content changes the committee approved were correcting multiple references so that the charter and ordinance revisions are dated 2011 (not 2010); removing an asserted reference to a "Paid Fireman" ordinance that the committee determined is not part of the 2011 changes or recent supplements; editing the transmittal description to state that FSRSC minutes and agendas are included on the town website; adding a sentence clarifying how the draft defines an "active" volunteer for incentive payments; deleting a sentence about future town responsibility for multiple firefighter pensions; and deleting the phrase "The Fire Administrator" on page 45.
Motion by Richard Muckle, second by Tim Condon, to accept the changes as presented and as added during the review passed by unanimous voice vote. A subsequent motion by Condon, second by Muckle, authorized Chair Tuneski to deliver the "final" report, as amended on Sept. 10, to the RTM; the voice vote on that motion was Yes 4, No 1 (Susan Driscoll). The committee recorded no public comments during the meeting and adjourned at 6:12 p.m.
Susan Driscoll, FSRSC Secretary and RTM member, and Chris Haley, Director of Fire Services, reminded the Chair that the report cover page should remain labeled "Draft" with the version number and revision date until the RTM formally accepts it; the acceptance date should then be added to the document. The RTM will vote on whether to accept the report, and if accepted the committee will be disbanded; if the RTM requests revisions the committee may be directed to revise the report or be reconstituted in a future term.
