Council approves $345,000 preliminary estimate and geotechnical tests for former school parking lot

The Eveleth City Council voted July 17 to move forward on parking-lot work at the former school site, approving a preliminary cost estimate of about $345,000 financed from ITRB infrastructure funds and authorizing a geotechnical investigation to verify subsurface conditions before construction.

Councilors and staff described the plan as a roughly 30-space lot that preserves existing mature trees, ties into an upcoming handicap ramp, and is laid out to allow future expansion. Members said the layout was developed after on-site review by several councilors and staff and noted the design aims to minimize conflicts with existing fire hydrants and to support routine snow removal by a 3/4-ton truck rather than larger equipment.

City staff recommended a geotechnical assessment because parts of the lot sit over former building foundations and the council wanted to avoid future settlement or expensive corrective work. A staff member explained the borings and soil testing are an "insurance" step to ensure the city is building on suitable fill or to identify necessary corrective work prior to paving. The geotechnical work was approved by motion.

Council members noted the project will rely on the ITRB grant already allocated to infrastructure at the property. The council also discussed project sequencing — completing due diligence, resolving any soil issues revealed by testing, and then moving to bid documents and construction procurement.

The council approved both the preliminary estimate and the geotechnical investigation; staff will schedule the soil work and report results back to the council before final bidding.
