Ivanhoe staff outline budget work, AFLAC benefit offer and note lack of solar zoning after Lincoln County request

City Administrator Dianne Beckendorf used the Oct. 27 meeting to brief the council on ongoing budget work, insurance presentations and zoning questions.
Beckendorf said staff are finalizing capital outlay items with Public Works ahead of budget work sessions. She noted the Panka Insurance Agency will present at the Nov. 24 council meeting. Beckendorf described an AFLAC benefit offer for employees (critical illness, accident, cancer, specified health events, hospital confinement and life options) and said the program requires at least three participants for the offering to proceed; the council took no action and requested a vendor meeting to present details to staff.
Beckendorf reported a business-loan program through the Small Cities Development Program (SCDP) and asked council what loan terms it wanted to offer (possible deferral percentage, 3% interest rate and term length were noted as decision points). She also said Lincoln County is requesting to place ground-mounted solar panels; the city does not currently have an ordinance addressing solar panels, and county installations outside city limits are not controlled by city ordinance.
Beckendorf also noted upcoming ILS civil-case dates (default judgment 11/6/25 and a criminal-complaint hearing Nov. 20 at 9 a.m.) and a meeting related to a VFW transition. These items were recorded as department-administration updates; no formal actions were taken on them at the Oct. 27 meeting.
