Ivanhoe council approves $30,000 loan to Kulla Repair & Towing, OKs $1,000 alley survey and routine invoices

The Ivanhoe City Council on Oct. 27 approved several routine financial actions and two discrete project approvals.
Council voted to grant a $30,000 revolving loan to Kulla Repair & Towing, with 10% of the loan deferred and repayment scheduled over 10 years. Councilmember Brad Blanchette moved the loan, Michelle Sullivan seconded, and the motion carried unanimously among voting members. The loan is structured as a revolving loan through the city’s local fund.
The council also approved hiring Bueltel-Moseng Land Surveying, Inc. to survey an alley on the south side of town at an estimated cost of $1,000. Michelle Sullivan made the motion; Brad Blanchette seconded and the motion carried unanimously.
Separately, the council approved invoice payments (batch 10.27.25) and the September 2025 financial statements, covering multiple funds including the General Fund, Fire and Ambulance funds, Water and Sewer, and the Liquor Fund. Michelle Sullivan moved to approve the invoices and financials; Kyle Krier seconded. The motion carried among voting members; Mayor Shad Lipinski abstained from the invoice vote.
Other routine procedural motions also passed: the meeting agenda and the Oct. 13, 2025 minutes were approved after council motions and seconds.
What’s next: The approved loan and survey are actions that will be implemented by city staff; the council did not set additional conditions in the minutes. The council also scheduled follow-up business and budget sessions in November and December.
