Proctor council adopts 6% levy, accepts donation and renews liquor licenses

Council moved to set the levy at 6 percent and approve Resolution 39-25; the motion was seconded by Councilor Johnson and carried by voice vote.
The council also approved Resolution 40-25, accepting a $10,734.19 donation from the Gordon Downs Trust Fund to pay for an additional cart path, a hitting-net area and stump removal at the Proctor Golf Course. Councilor Johnson made the motion and Councilor Benson seconded it; the motion carried by voice vote.
On licensure, the council approved the list of 2026 liquor-license renewals recommended by the local liquor-control board: Proctor Golf Course; Legends Dart Bar; Powerhouse Bar; Keyboard Lounge; Blackwoods Grill and Bar; Proctor Moose; and VFW Post 137. Proctor Speedway's renewal was conditionally approved by liquor control and the council, contingent on the applicant having taxes, utilities and insurance current at the time of paperwork submittal.
Council scheduled a public hearing for MDOT municipal consent (SP6908-72) for Tuesday, Jan. 20, 2026, at 6:00 p.m., and set another budget working session for the Baker Tilly classification and compensation study on Monday, Dec. 22, 2025 at 4:30 p.m. Both scheduling motions were made and approved by voice vote.
Members also used the final portion of the meeting to raise community items: Councilor Peterson warned residents about scam calls falsely threatening utility shutoffs and urged people to verify calls with the city or the Public Utilities Commission. Public-safety staff and councilors raised ongoing concerns about pedestrian safety at the Highway 2 and Second Avenue intersection and said they will continue to monitor MDOT activity on that corridor.
The council approved payment of bills totaling $119,412.19 and adjourned the meeting.
