Proctor council approves liability stance, traffic-safety grant and honors coach; follows fire department recommendation

The Proctor City Council on Nov. 3 approved a set of routine and personnel items, including a staff-recommended decision not to waive statutory tort liability limits, acceptance of a traffic-safety grant agreement and a departmental termination recommendation.

On item 6A, a staff memo advised the council not to waive the statutory tort liability limits; Councilor Peterson moved and Councilor Johnson seconded the motion to follow that recommendation. Councilor Benson said he "certainly endorse[d]" the motion and the council approved it by voice vote.

On item 6B the council authorized execution of the 2026 Toward Zero Deaths enforcement grant agreement with the regional traffic enforcement team and approved Resolution 37-25 by motion and voice vote.

Councilor Benson moved and the council approved Proclamation 03-25 honoring Corey Ward for a state-level coaching award.

On item 6D the council considered a packet recommendation from Proctor Fire Department command staff to terminate the firefighter listed in the agenda packet. A motion to follow the recommendation was made, seconded and approved by voice vote; the meeting record lists the recommendation and the council’s approval but does not include identifying or personnel-specific details in public comments.

Council also approved payment of bills.
