Board approves routine contracts, school improvement plans, retirements and policy readings

The William Penn School District board approved a slate of routine committee recommendations and administrative items at its June 22 meeting by voice vote, with no opposition recorded.
Education committee items approved included a 2026–27 agreement with the Delta T Group to provide registered nurses and licensed practical nurses on an as-needed basis (subject to solicitor review) and the submission of targeted school improvement plans for Penn Wood High School (TSI) and Penn Wood Middle School (CSI) to the Pennsylvania Department of Education by June 30.
The board also approved a memorandum of understanding with Delaware County Community College for participation in an open dual-enrollment program and accepted terms of release and settlement agreements between the district and the parents of specified students, as read by education committee leaders.
Personnel actions included recognition of one retirement: Kristen Lebon, a teacher at Parkland Elementary who had served in the district since Aug. 30, 1999. The personnel report also listed routine appointments, assignment changes, leaves and miscellaneous appointments, and a rescinded retirement item.
Property committee motions approved an E-rate consultant engagement with Deborah Wright for 2026–27 and a RingCentral CSG agreement to implement a new district phone system. Budget committee items were read into the record, including the general fund budget discussion and a set of routine renewals and contracts (BoardDocs renewal, ParentSquare renewal, tax collection services, and a settlement with Chester Community Charter School).
On policy, the board recorded first readings of policy 140 (charter school transportation clarification) and 716 (integrated pest management) and second readings of policies 221 (dressing and grooming) and 805 (Safe to Say procedures). One board member noted that policy 140 could offer cost savings by allowing alternative transportation modes for charter students.
