Motion to hire full-time officer fails for lack of a second; chief left without answer

The Union City Borough Council did not approve the hiring of a full-time police officer on July 9 after a motion to hire the Civil Service Commission’s recommended candidate failed for lack of a second.
The Civil Service Commission provided a certified list with one candidate who met testing and background requirements and recommended Kenneth Fye for the position. Police Chief David Pernice told the council he had favorable comments about Fye and recommended hiring him, but when Councilor Steadman moved to hire Fye the motion did not receive a second and thus died.
Chief Pernice later asked why the motion failed so he could notify the applicant; no councilor provided a reason during the public meeting and the item was left for future discussion.
Because no vote was taken, there is no hiring action to implement. The council will revisit the candidate at a later meeting, according to the meeting minutes.
