Fayette County board approves Rose Tower PILOT; vote splits 3-2

Acting Superintendent Dr. Bill Bradford presented the item as one of two PILOT agreements the board was asked to consider. Board members and staff said the proposal had been reviewed by board committees (budget/finance and equity) and analyzed by the district’s financial adviser, Compass. Michael George of Compass summarized his review and said the revised pilot payment should make the district “whole on a net basis.”
Board members who supported the Rose Tower PILOT argued the proposal addresses short-term fiscal concerns and yields long-term tax benefits once the pilot period ends. “This pilot project makes us whole in both the short term and the long term,” Board member Amy Green said, citing committee endorsements and responses from the developer to the board’s questions.
Opponents urged caution given ongoing financial reviews. Board member Monday said the timing gave her “pause” because the district has outstanding questions about the budget and the FY2025 restatement. That concern did not change the outcome: the motion to approve the Rose Tower PILOT carried 3-2.
The approved agreement requires fixed annual payments to be made to the district beginning on the first assessment date after issuance of industrial revenue bonds for the project; the board record does not list the full year-by-year schedule in the meeting transcript. Supporters said Rose Tower also advances affordable housing and community goals endorsed by the district’s equity committee.
The board did not immediately approve the companion Midland Station PILOT; a separate motion on that project was withdrawn after members requested additional information.
Next steps: staff will finalize contract documents and coordinate with Lexington–Fayette Urban County Government and the developer on implementation and reporting as described in the PILOT agreement.
