The White Salmon City Council on Feb. 4 approved a memorandum of understanding accepting an upsized eight-inch public water main along SW Alpine Grove Lane and authorizing a waiver of water and sewer impact fees not to exceed $36,435. The motion, moved by Patty Fink and seconded by Ben Giant, carried 4-0.
Director of Public Works Chris True told the Council that an existing 2-inch water line was discovered near a sewer line during construction, and the Washington State Department of Health required relocation. True said the 8-inch main is what the City's engineer recommended under the City's water system plan. Staff presented a financial comparison showing the City would avoid $75,982.32 in costs by not installing a replacement 2-inch line and that, after waiving fees, the net financial benefit to the City would be $39,547.32.
Council discussion focused on proportionality and confirmation that the upsized main met the City's water plan requirements. City Attorney Shawn MacPherson said the MOU would return with administrative corrections to signature lines and notary clauses to confirm signing authority before final execution.
Next steps: staff will verify property ownership, finalize administrative edits to the MOU, and return the document for final signatures.
