The West Burlington City Council approved a resolution setting a public hearing for 6 p.m. on Wednesday, Nov. 20, 2024, and authorizing the bidding documents, proposed contract form and the engineer’s opinion of probable cost for the Spring Water Street water-main replacement project.
City staff explained the project entails approximately 640 linear feet of 6-inch PVC water main near Pat Cline Park, and that, because of state bidding requirements for horizontal infrastructure, the project must be bid out. Staff also noted liquidated damages in the contract set at $1,000 per day.
Patrick (representing the design consultant) was present to answer technical questions about the design and bidding documents. Councilors asked whether construction-management hours would be included in the bidding packet; staff said construction-management/inspection will be handled via a separate construction-services supplement and the city may use a combination of in-house staff and consultant services after bids are received.
The council approved the resolution by roll-call vote.
