Faribault council advances ordinance to vacate drainage easement for auto body site

The Faribault City Council voted July 8, 2025 to advance Ordinance 2025-8, which would vacate a portion of a drainage and utility easement at 190 20th Street NW to allow siting of a new building for Malica (transcript: Mala/Malica) Auto Body.
Director Dave Wberg told the council that an earlier application for the auto body site omitted an existing drainage and utility easement around a former house lot because the surveyor missed it. Staff is asking the council to vacate that easement now that the plat includes the necessary easements for the overall property.
Wberg said the planning commission and the development review committee (DRC) recommended approval of the vacation unanimously and staff recommended approval based on the ordinance’s stated findings and criteria.
Council members asked clarifying questions about the parcel address and access; staff confirmed the combined lot will have access from 20th Street and not from Second Avenue.
Mayor Spooner moved to approve Ordinance 2025-8; the motion was seconded and the council recorded a roll-call vote with each listed member voting in favor. The council directed staff to place the second reading on an upcoming special meeting prior to the next work session, at which the second reading will be completed.
No amendments or conditions were recorded during the discussion. The ordinance will be scheduled for a second reading at the special meeting the council identified.
