Council backs supplemental $320,493 request for Hotchkiss Square brownfield project; approves small abatement contract for Vinny’s Pizza site

The Torrington City Council on Jan. 20 authorized the Mayor to submit a supplemental funding request of $320,493 to the Connecticut Department of Economic and Community Development (DECD) for the Hotchkiss Square Brownfield Project.
Economic Development Director William Wallach said submitting the supplemental request does not guarantee state funding and that final brownfield remediation remains the principal hurdle. He identified Payderts as the property owner and said Payderts is partnering with Verdi Construction of Newtown, which has completed a similar mixed‑use project in Brookfield. Wallach said financing depends on whether the additional brownfield funding is approved by the state and that a decision from the state is expected soon.
Separately, the Council authorized the Mayor to award and administer a contract with Eagle Environmental, Inc. to develop technical specifications for abatement of the second and third floors at 245 E. Elm St. (Vinny’s Pizza), at a cost of $3,076.16.
Councilor Chris Beyus praised the City’s brownfield work and said taxpayers should be confident that funds are being used responsibly. Wallach encouraged business owners and residents to direct questions to his office for public engagement.
