Council refers Five Points property sale to Planning & Zoning, authorizes sale documents pending P&Z approval

By a 4–1 vote the Torrington City Council referred the proposed sale of a University Drive parcel (Map 213/Block 003/Lot 029) to the Planning & Zoning Commission under Conn. Gen. Stat. § 8-24 and authorized the Mayor to execute sale documents contingent on a favorable P&Z recommendation; Councilor Chris Beyus opposed both votes.
The Torrington City Council voted 4–1 on Jan. 20 to refer a proposed sale of property on the westerly side of University Drive (Assessor’s Map 213/Block 003/Lot 029) to the Planning & Zoning Commission for a Conn. Gen. Stat. § 8-24 determination. The Council then voted 4–1 to authorize Mayor Molly Spino to proceed with execution of documents necessary to effect the sale, contingent on a favorable P&Z recommendation.
Corporation Counsel Tomasz Kalinowski told the Council the property is subject to a lease with an option to buy and that the City is obligated to sell the parcel if the lessee elects to exercise that option. Kalinowski recommended referring the matter to Planning & Zoning at its meeting the next day and said the City has documents drafted and ready for processing.
Both votes were approved by a 4–1 margin; Councilor Chris Beyus was recorded as the sole opposing vote. The Council did not provide further conditions during the meeting; the sale remains contingent on the Planning & Zoning Commission’s recommendation.
