Blight officer reports 54 active cases, dozens brought into compliance since 2019

Ashley Clement, Torrington’s Blight Enforcement Officer, presented an enforcement update to the City Council on Jan. 20, saying the city currently has 54 active blight cases and a compliance log showing more than 300 properties brought into compliance since 2019. She told council members that 32 properties were brought into compliance in 2025 and that three cases have appealed citations and are scheduled for hearing.
Councilor Chris Beyus thanked Clement for the reports and the work she has done; Mayor Molly Spino also thanked her for preparing the materials. Clement displayed a spreadsheet of active cases, a compliance log, and a separate list of six properties subject to extended enforcement actions and legal proceedings.
The presentation was informational; the Council did not take additional action during the meeting on enforcement priorities or new enforcement tools. Council members asked questions and expressed appreciation for the documentation, but no new directives were recorded in the minutes.
