Walker council approves emergency response plan, zoning contract amendment and several routine items

At its Aug. 11 meeting Walker City Council approved Resolution 2025-22 adopting a municipal emergency debris plan, approved an ECICOG zoning contract amendment, set a public hearing on disposal of 408 Rowley St., and approved several purchases and service agreements.
The Walker City Council on Aug. 11 approved multiple resolutions and routine contracts, set a public hearing on a proposed property disposal and scheduled the public hearing for an updated water-rate ordinance.
Council approved Resolution 2025-22, adopting the municipal emergency response plan ' debris management plan, on a roll call vote with Councilmembers Wells, Dunn, Nielsen and Glenn voting aye and Councilmember Wolff absent. The council also approved Resolution 2025-23 to increase the ECICOG contract by $1,050 to complete a zoning ordinance update (ayes: Dunn, Glenn, Wells, Nielsen; Wolff absent).
The council set a public hearing for Sept. 8 on a proposal to dispose of city-owned property at 408 Rowley St.; the motion (Resolution 2025-24) passed with Wells, Glenn and Nielsen voting aye and Dunn recorded as abstaining. The council approved a service agreement with Midwest Alarm Services for cellular dialers at the well house and wastewater treatment plant and 24/7 monitoring; the one-time purchase and annual monitoring package were approved (vote recorded as 3 ayes, 1 abstain - Glenn, 1 absent) and annual service was estimated at $2,131.
Other business included authorization to purchase barricades (not to exceed $2,000), approval to paint seven school bus stops recommended by North Linn (council asked staff to check signage costs and whether the school will share sign expenses), and authorization to set up a City of Walker Facebook page with Linn County assistance (the city will note that the page is not monitored and provide official contact directions). Council discussed cybersecurity improvement options and asked staff to return options for review at the September meeting. Council also requested that staff draft a policy requiring written requests and council approval for decorations placed on certain city-owned street islands.
The meeting included routine departmental reports (public works, fire department, clerk's financial report) and closed at 8:37 p.m. The clerk presented approved bills totaling $68,990.31 and summarized July revenues and expenditures.
