Independence and Maple Plain sign agreement to move Maple Plain fire service into West Suburban Fire District

Mayor Brad Spencer of Independence said the meeting marked a historic milestone and described the venue as "neutral ground." He said the consolidation was intended to improve protection for lives and property and to better support firefighters rather than primarily to save money.
Mayor Julie Maas-Kusske of Maple Plain outlined the consolidation's origins, saying representatives from nine cities began meeting in early 2021 as the "Future Fire Service Planning Group" and worked with the state fire marshal and local departments to address an unsustainable service model. She said two guiding goals were preserving uninterrupted service for residents and involving firefighters in the planning. Maas-Kusske also noted that the Maple Plain Fire Department traces its history to 1930.
Chief Jeff Leuer of West Suburban Fire District described the scale of the consolidated department, saying it will include about 70 firefighters covering more than 80 square miles and argued the merger will create efficiencies and improve service amid increasing regulatory demands. "This represents the future direction of fire service," Leuer said.
Chief Rick Denneson of the Maple Plain Fire Department called the change "precedent setting," noting that converting a municipal fire department into a private corporation is unusual and suggesting the West Suburban model of training, duty crews and inter-station cooperation would serve the communities well.
The agreement was signed in a ceremonial action at the meeting and is effective Dec. 16, 2025. The record does not show a formal recorded council vote in the transcript; both councils participated in the signing. Mayor Spencer distributed City of Independence challenge coins to attendees after the signing.
