Sigourney opens hearing on water tower rehabilitation; 13 bids received, award delayed

Mayor Jimmy Morlan opened the hearing and confirmed the notice had been published as required; City Clerk Ashley Fry said the office had received no verbal or written complaints about the project. Matt Walker of French Reneker & Associates, the engineering firm overseeing the work, told the council the city received 13 bids for the project with amounts ranging from $308,500 to $628,000 and said he would review the bids and provide a recommendation in advance of the Dec. 17 council meeting so an award could be considered then.
The council approved Resolution No. 2025-12-34, which adopts the proposed drawings, specifications, contract forms and estimated cost for the Water Tower Rehabilitation — Sigourney, Iowa — 2025. Council members voted unanimously to approve the resolution.
Council then voted to table Resolution No. 2025-12-35, the bid award for the project, until the Dec. 17 meeting to allow staff time to complete reference checks on the prospective contractors. The council discussion focused on ensuring due diligence in vetting bidders rather than on the scope or specifications of the work already approved.
Next steps: Walker will complete his review and make a recommendation to the council before the Dec. 17 meeting, at which the council may consider awarding the contract based on his recommendation and completed reference checks.
